Promotions

A promotion occurs when a VPS staff member is selected to a job at a classification level higher than their current job.

Promotions of Department and other Victorian Government employees occurs through a merit selection process that follows the advertisement of a vacancy.

Persons external to the Department or other Victorian Government agencies may be appointed to advertised vacancies through a merit selection process.

Transfers

A transfer or other movement of a VPS staff member to other duties in the Department or to duties in another Agency (including a transfer or movement at the initiative of the staff member or as a result of an application for an advertised position) is at the same classification level as the staff member. Such a transfer or movement does not constitute a resignation.

A VPS staff member may be administratively transferred to another position without the position being advertised where a Deputy Secretary directs that an employee be re-assigned at level.

An ongoing VPS staff member transferred to a fixed-term position must be paid not less than the employee’s substantive salary. There is no capacity to reduce an employee’s substantive salary on a temporary basis. For example, a VPS Grade 4 cannot be paid a VPS Grade 3 salary and then resume in the position in their original division at their substantive VPS Grade 4 salary. However, in this example, the VPS Grade 4 may elect to regrade to the VPS Grade 3 to enable the temporary transfer to the lower classified position on the basis that any such regrade remains the person’s substantive classification on resumption in their original division.

With the exception of action taken as a result of an employee's incapacity, misconduct or inefficiency, a staff member cannot be transferred to a lower classification without the employee's consent. 

Release and Resumption

Where a VPS staff member is selected for a secondment or temporary assignment to another position elsewhere in the public service or within the Department, their release to take up the position is subject to the staff member's manager agreeing to the release for the duration of the placement.

A request for early resumption in an employee’s substantive position during an approved period of secondment or temporary assignment to another position will be considered having regard to the workplace’s ability to accommodate the employee’s early resumption in the light of the arrangements made to replace the employee during the secondment or temporary assignment period.

Leave Entitlements

Where a VPS staff member promotes, transfers or returns to a teaching or principal class position, all annual leave credits accrued in the VPS position must be used prior to returning, promoting or transferring to such a teaching or principal class position. The staff member will be eligible for VPS annual leave loading payments for any annual leave taken during the temporary placement. 

In the case of a VPS staff member appointed to or returning to an education support class position, annual leave credits accrued in the VPS position should also be taken prior to commencing in the school position. Where exceptional circumstances do not allow for this to occur, these credits may be carried over to the school where there is prior agreement between the principal and the staff member.

Where a staff member of the Department transfers or promotes between the VPS and the Teaching Service, the staff member is entitled to retain the long service leave and sick leave entitlements credited to the staff member at the time of the transfer/promotion.
