The Department is committed to inclusion, access and equity for people with a disability. Every reasonable step is taken to eliminate barriers to full participation.
What is meant by 'disability'?
The term ‘disability’ indicates a disorder or impairment which may prevent a person from fully functioning. A disability can be caused by an accident, illness, warfare or a genetic condition and can affect a

DEECD Disability Action Plan 2009-2012
The Department's Disability Action Plan 2009-2012 outlines a wide range of actions to optimise participation and positive outcomes for people with a disability. The plan addresses the key areas of:
- Reducing barriers to people with disabilities accessing goods, services and facilities;
- Reducing barriers to people with disabilities obtaining and maintaining employment;
- Promoting inclusion and participation in the community of people with disabilities; and
- Achieving tangible changes in attitudes and practices that discriminate against people with a disability;

DEECD Disability Employment Initiative
Diversity@Work/Randstad have been contracted by the State Government to provide Victorian public sector departments with a disability recruitment and advisory service. The Department of Education and Early Childhood Development is working with Diversity@Work/Randstad to increase the representation of people with disabilities in its corporate and school workforces. The information brochure below explains how this initiative will operate.
